Carroll County Jail Roster Overview
The official local custody search for Carroll County is the NRVRJ Inmate Lookup Tool. Carroll County does not publish a separate Carroll-only jail roster in the captured materials. The sheriff's page instead states that the county is served by New River Valley Regional Jail, so a person arrested in Carroll County and committed to jail is searched through that regional system.
The roster covers local and regional jail custody, not every kind of detention. State-sentenced inmates can move into VADOC. Federal prisoners are searched through the BOP inmate locator. Immigration detainees use the ICE Online Detainee Locator. Virginia VINE adds custody-status notification, but it does not replace the jail roster.
The official NRVRJ inmate lookup shows the name and identifier search panels used for Carroll County inmate records.
The form confirms that Carroll County searches can begin with a name or with a jail, state, county, FBI, or ICE identifier.
Use the Carroll County Inmate Roster
A name search is the fastest starting point when only a partial identity is known. Last name can be enough to return results, but first name and date of birth narrow broad result sets. Identifier search is better when a booking number, permanent number, State ID, County ID, FBI number, or ICE number appears on a court paper, bond receipt, or prior jail record.
- Open the NRVRJ lookup and choose the name-search panel unless an identifier is known.
- Enter the last name first, then add first name or date of birth if too many records appear.
- Use the Include released inmates box when checking a recent release or older booking.
- Review the result row for name, booking number, permanent ID, date of birth, and release date.
- Call NRVRJ at 540-643-2000 when the roster is unavailable or the result conflicts with court information.
Carroll County Roster Search Fields
The NRVRJ roster provides two search routes. The name route supports first name, last name, date of birth, and a released-inmate checkbox. The identifier route uses a drop-down selector plus a value field. The form does not publish a guaranteed update interval, so a new arrest may require a phone call or a later search.
| Field Label | Type | Required | Notes |
|---|---|---|---|
| First Name | Text | Unspecified | Name-search panel field. |
| Last Name | Text | Unspecified | A last-name-only test returned results. |
| Date of Birth | Text/date mask | No | Masked as mm/dd/yyyy. |
| Include released inmates | Checkbox | No | Available for name and identifier searches. |
| Select Identifier | Dropdown | Yes for ID search | Booking Number, Permanent Number, State ID, County ID, FBI Number, ICE Number. |
| Value | Text | Yes for ID search | The matching number value. |
Carroll County Inmate Profile Fields
The research confirmed result-list fields, not every full profile field. For that reason, Carroll County inmate records should be described with precision. Name, booking number, permanent ID, date of birth, and release date were visible in results. Charges, bond amount, housing location, and mugshot status require live profile verification or a direct records request.
| Field | What It Shows |
|---|---|
| Inmate Name | Name format in the search results. |
| Booking Number | Identifier tied to the booking event. |
| Permanent ID | Person-level identifier used by NRVRJ. |
| Date of Birth | DOB in the result row. |
| Release Date | Blank or populated depending on release status. |
| Photo/Profile Image | The system uses an image identifier in profile workflow, but a public booking photo was not verified in the research capture. |
Find Carroll County Custody Type
Custody type controls where to search. NRVRJ is the starting point for a Carroll County arrest that results in local jail commitment. VADOC is the better route after state sentencing or supervision. BOP and ICE are separate federal systems. A federal pretrial defendant may not appear in BOP if held by the U.S. Marshals Service or under a local contract.
| Custody | Where to Look | Common Use |
|---|---|---|
| Pretrial or local sentence | NRVRJ inmate lookup | Current Carroll County local jail custody |
| State sentence or supervision | VADOC locator | Sentenced prison custody, probation, parole, CCAP |
| Federal prison | BOP locator | Federal inmates from 1982 to present |
| Immigration detention | ICE locator | A-number or biographical search |
Note: A person can move from the NRVRJ roster to VADOC after sentencing, so search both systems when a local result disappears.
Carroll County Jail Facility
New River Valley Regional Jail is the listed facility for Carroll County inmate records. It serves several jurisdictions and is not located in Carroll County, which makes address clarity important for visits, records requests, money deposits, and mail. Carroll County Booking Process
A Carroll County arrest can be made by the sheriff, Hillsville Police, Galax Police for the relevant area, Virginia State Police, or another agency. When jail custody is required, the person is committed to NRVRJ. The NRVRJ bonding page says a defendant is brought before a magistrate for a pretrial bail hearing when an arrest warrant has been issued for a criminal-law violation.
Booking creates the jail record and also starts the inmate account process. NRVRJ says cash, coins, money orders, and institutional checks in the person's possession during booking are placed into an account under the inmate's name. Classification follows, and the programs page says inmates can sign up for programs during individual classification.
Carroll County Jail Visits
NRVRJ's visitation landing page routes users to attorney, clergy, and family or friends visitation pages. The captured research did not include a detailed family/friend schedule, so a schedule should not be invented. Visitors should verify rules with the jail before traveling, especially because personal visitation, professional visitation, and clergy visitation use different routes.
| Visit Type | Official Route | Captured Notes |
|---|---|---|
| Attorney visitation | NRVRJ visitation page | Professional visiting areas exist. |
| Clergy visitation | NRVRJ clergy visitation route | Detailed schedule not captured. |
| Family and friends | NRVRJ family/friends route | Detailed schedule not captured. |
Contact Carroll County Inmates
Personal mail for NRVRJ inmates goes to P.O. Box 247, Phoenix, MD 21131. The envelope must include the full facility name and state, the inmate's full name and identifier, and the sender's full name and physical address. Legal mail should not be sent to that personal-mail scanning address. Checks and money orders also should not be sent to the Phoenix address.
Inmate phone access is governed by jail windows and facility conditions. NRVRJ lists general phone windows of 8:00-11:00 a.m., 2:00-4:00 p.m., and 6:30-10:00 p.m. Inmates cannot receive incoming calls. Calls may stop during meals, headcounts, emergencies, or other facility needs, and calls are subject to monitoring and recording.
For urgent family notice, the practical path is to leave a message with jail staff only if the facility accepts it under its rules. The public phone system is built for outgoing inmate calls, not direct incoming contact with housing units.
Carroll County Inmate Funds
NRVRJ accepts money by several routes. Deposits can be mailed as money orders to NRVRJ in care of the inmate, made in person, made at the lobby kiosk, or made online or by phone through ConnectNetwork. The kiosk accepts 5, 10, 20, 50, and 100 dollar bills. ConnectNetwork transaction fees may apply.
| Method | Official Detail |
|---|---|
| Money order made out to NRVRJ; no cash or checks. | |
| In person | Money orders accepted at front desk or lobby hallway counter depending on time. |
| Kiosk | Cash bills accepted in the lobby kiosk. |
| Online | ConnectNetwork with card payment and possible fees. |
| Telephone | AdvancePay deposits at 800-483-8314; support at 877-650-4249. |
Note: Confirm custody with NRVRJ before sending money, because released inmates and transferred inmates may not use the same account path.
